영문으로 출간된 『Trade Winds of Change: Korea in World Trade(변화의 무역풍: 세계 무역 속의 한국)』은 국제적인 청중을 대상으로 한국의 통상정책을 이해시키고 한국이 당면한 세계적인 무역 문제에 대해 어떻게 대응해 왔는지를 그 내용으로 하고 있다. 이 두 권의 책은 서로 다른 내용을 담고 있지만 같은 시대의 유사한 통상문제들을 다루고 있어 같이 보면 한국의 통상정책을 이해하는데 참고가 될 것으로 보인다.

통상분야에서 오랫동안 일해 온 김철수 전 상공자원부 장관이 최근 국·영문의 책 두 권을 출간했다 (도서출판 좋은 땅 간). 이 저서는 저자가 통상분야에서 40년 동안 정부의 통상협상 대표, 통상·산업정책의 책임자, WTO 사무차장, 대학·민간 연구소의 통상전문가로 국내외에서 일하면서 썼던 각종 연설문, 기고문, 논문 및 강연록 등을 모아 책으로 펼쳐냈다.
80년대 중반으로부터 현재까지 우리나라가 중견무역 국가로부터 세계 8위의 주요 통상국가로 부상하는 기간 중에 일어났던 주요 양자간 및 다자간의 통상문제를 다루고 있다.
우선 80년대 중반부터는 한미간의 통상마찰이 제일 중요한 국가적 통상현안 이었다. 미국의 한국시장 개방요구가 절정에 달했으며 급기야는 한국과 미국은 성공적인 수퍼 301조 협상을 통해 한미간의 통상마찰을 완화하는 계기를 마련하게 되었다. 저자는 당시 한국의 수석 대표로서 동 협상의 배경과 협상경과를 소상히 설명할 수 있는 입장이었다. 본 저서에서는 이 설명을 담고 있다.
한미 수퍼 301조 협상 타결 이후 우리나라의 통상과제는 다자간 무대로 옮겨졌다. 우루과이라운드(UR) 출범 이후, 우리나라의 주요 통상문제들은 UR 혹은 GATT의 테두리 내에서 다루어졌다. 저자는 UR의 한 협상그룹 의장으로서 또한 정부의 실무대표로서 UR과정 전반에 깊이 관여한 바 있어 당시에 국내외 여러 기관과 단체를 대상으로 UR에 있어서의 정부의 대응전략과 협상결과를 설명한 바 있으며 이를 본 저서에 옮겨놓았다.
통상문제와 직접적인 관련은 없지만 저자가 상공자원부 장관으로 재직하는 동안 삼성의자동차 사업 진출 문제가 중요한 산업정책의 과제로 대두되었다. 당초 저자는 여러가지 이유로 삼성의 진출을 반대한 바 있으나 중요한 상황의 변화로 1994년 말 경에 이를 승인하기에 이르렀다. 본 저서에서는 구술을 통해 삼성의 자동차 사업 진출 경위를 다루고 있다.
저자는 한국인으로서는 처음으로 중요한 국제기구의 장 으로서 WTO 초대 사무총장 경선에 참여한 바 있다. 비록 사무총장으로 선출되지는 못했지만 아시아 국가의 전폭적인 지지를 얻어 두 후보가 경쟁하는 마지막 단계까지 간 적이 있으며 사무차장으로 선출되는 결과를 얻어냈다. 본 저서에서는 후보로서 진출한 경위, 경선과정을 밝히고 있다.

Chulsu Kim
저자 Chulsu Kim. Dr. Chulsu Kim has led a long and distinguished career in international
trade. Having started out in the Ministry of Trade, Industry and Energy in 1973, he rose to become the Minister in 1993. He also served as the Deputy Minister for Trade and in that capacity, was Korea''s chief trade negotiator for bilateral and multilateral issues.
In his personal capacity, he chaired the negotiating group on MTN Agreements during the Uruguay Round from 1987 to 1990. After that, he served as the Commissioner of Korea Intellectual Property Office, President of KOTRA, a trade and investment promotion agency of the Korean government, and Ambassador for International Trade.
After leaving the Korean government in 1995, he became the Deputy Director-General of the WTO and served in Geneva for four years. He returned to Korea in 1999 to teach trade policy at Sejong University and to serve as the university's President from 2002 to 2005. After retiring from the university, he moved to Lee International, a law firm based in Seoul, to become a senior advisor. He also helped found the Institute for Trade and Investment, a trade policy research and 651 consulting organization, as an affiliate of the law firm and serves as its Chairman.
Dr. Kim is a graduate of Tufts University and University of Massachusetts, where he received his Ph.D. in Political Science in 1973. He also received his honorary doctorate degrees in law from the University of Massachusetts and Franklin Pierce Law Center in 1997 and 2006, respectively.
Dr. Kim received Order of Service Merit, Red Stripes (1981), Yellow Stripes (1991) and Order of Diplomatic Service Merit Gwanghwa Medal (1995) from the Korean Government. He also received the Benjamin Rush Award for public service from Dickinson College in 1993 and James Van Fleet Award from Korea Society in 1996 for his contribution to Korean-American relations. He is also the recipient of the first Korea Negotiation Award in 1996 and International Trade Person Award in 2004.
