동아시아의 평화와 협력을 지향하는 제주평화연구원은 2009년 이래 다양한 주제에 대한 주변국의 입장을 모으고 소통하는 교류와 협력의 장으로 JPI PeaceNet을 활용해 왔다. 제주평화연구원은 2011년에도 이러한 역할을 충실히 하며, 지난해에 이어 교류와 소통의 장으로 JPI PeaceNet을 동아시아의 주요 학자와 정책전문가들에게 개방하여 서로 다른 의견을 교환함으로써 평화와 협력의 담론을 주도하고자 노력하였다. 이러한 성과들을 단행본으로 모아 새롭게 출판하게 되었다.

저자 Jeju Peace Institute 제주평화연구원은 2005년 1월 선포한 '세계평화의 섬' 제주를 구현하는 데 구심점 역할을 하기 위해 2006년 3월 출범하였다. 연구원은 한반도와 동아시아의 평화를 확산시키고, 나아가 세계평화에 기여하는 평화담론의 거점이 되고자 설립되었다. 연구원은 평화를 주제로 한 과제연구, 국내외 연구기관과 학술교류, 동아시아 공동체 건설 관련 정책대안 제시를 주요 임무로 하고 있다. 이런 맥락에서 지속적인 동아시아 평화와 번영 및 다자대화와 다자협력의 논의를 위한 '평화와 번영을 위한 제주포럼'을 개최하고 있으며, 제주프로세스 제도화 연구를 활발하게 진행하고 있다.
