근로감독 매뉴얼

2024년 6월 24일 배터리 제조업체 '아리셀' 공장에서 화재가 발생하여 23명이 사망했는데, 그 중 18명이 일용직 외국인이었습니다. 외국인은 용역이나 파견근무를 할 수 없습니다. 당시 사업장에 100여명 근무자 중 50여명이 불법적으로 사용 중인 외국인이었다고 한니다. 이렇게 불법적으로 외국인을 사용하는 것이 현장에서 큰 사고가 터졌을 때에야 확인되어 시정조치를 하고 있습니다. 지난 문재인 정부는 근로감독관 1000여명을 뽑아서 근로감독을 주기적으로 실시하였습니다. 그러나 현 정부는 정기적인 근로감독을 자제하고 있어 이렇게 불법적인 외국인 파견이나 용역 사용이 확산되고 있습니다. 앞으로 아리셀 참사와 같은 노동법 위반의 불법적인 행태를 예방하기 위해서는 사전 예방 근로감독이 필수적라고 생각합니다.
