영국정부장학생(Chevening Scholarship)으로 브리스틀대학교(Univ. of Bristol)에서 정책학 박사 학위(Ph.D.)를 취득했다. 한국과학기술연구원(KIST) 부설 녹색기술센터 국제전략실 선임연구원, KAIST 문술미래전략대학원 연구부교수 등을 거쳐, 현재 경상국립대학교 행정학과 부교수(기술경영학과 겸무)로 재직하고 있다. 저서(공저)로 『휴머노믹스: 사람중심정책, 대한민국을 말하다』, 『2030 카이스트 미래 경고』, 『REBUILD KOREA－정책제안 2017』, 『국제행정론』 등이 있으며, 해외 SSCI/SCIE 저널 등에 기후변화/에너지 정책(거버넌스), 디지털 사회혁신, ESG 경영, 국제개발협력(ODA)등의 연구 주제로 다양한 논문을 게재하고 있다.
